I'd never punish someone for a terrible choice they made because they'd been forced to. Especially if they picked the option that caused the least suffering! It's like the trolley problem...if the trolley can't be stopped, the person driving it isn't necessarily evil. They're in a bad position, too!
The one who deserves punishment in that case--

--is the one who knew the trolley schedule, and tied the people to the tracks.
