[Atem tenses, then dully accepts the hunt with Mukuro; it's not the most important thing he's being told. He's in a horror game. This is how it is. That's put away, up on a shelf with everything else that can't be changed and has to be endured. He has to accept all of it. No judgment, no anger over what's been done. Just forgiveness, he supposes, even when no one seems like they regret their actions. Everyone's a killer, anyway.

Maybe all the humans are just NPCs, and none of it really matters. That's almost a nice thought.

He's being asked for his opinions, though, so...Atem takes a deep breath, and gives them.

Punishing everyone equally isn't the act of someone who's interested in justice. It's the move of a god at war. He's intending to discourage anyone who might take part in a plan against him, or assist his enemies, and let them know that there will be consequences for any moves made against his resources or property.

[He explains it mildly, without any energy, without interest in what it might mean, or how it might be used to move forward.]

I've spoken with him. I wasn't impressed. But I do know what conversations with him are like.

Is the reason he gave for giving all of the conspirators the same penalty what bothered you?
